How can universities cultivate a stronger research culture among students? What distinguishes a good researcher from a great researcher?

In your opinion, what are the most effective ways universities and Research institutes can strengthen research culture among students? And what qualities distinguish a good researcher from a truly great researcher? I look forward to hearing perspectives from the academic and research community.
